The museum really is that good and nobody can keep up with English culture late game. If you survive to the Industrial Era, England starts to really become good with Redcoats and British Musuems. IMO England should purposely enter a Dark Age so they can snag the Heroic age easily. It's also a good science boost if you have a Golden Age, but I think that's its own set of issues. With a triangle (City Center-Commercial Hub-Harbor), and a rush to a shipyard, you can have decent production and gold. The only thing you can truly fall back on is the Royal Navy Dockyard. If you do spawn in between continents, then you have a decent unit spam, but this kind of inconsistency really makes it hard to really plan a good strategy. This is because they're dependent on the continent system, and if you can't find a continent, then you're basically playing a blank civ for like half the game. The biggest problem about England, is you never really know when your bonuses will start helping you. Since England is biased towards coast, that means a lot of their starts end up being awful, and that is just on turn 1. The other thing is naval isn't really that big of a deal in Civ 6 and also coastal starts are weak at the start because of less housing. I think that was a bigger deal then just merely being weak. The thing about England is that they were in a good spot but the nerfs hit them hard and sucked the fun out of playing them. The good thing about Civ 6 is no civ is really that bad, even if doesn't feel like it. They're low end, but I wouldn't say they're the worst.
